Demographic change and social services

Recently the European Foundation for the Improvement of Living and Working Conditions has issued a concise publication about the implications of demographic change on the need for social services. This is interesting for the pilot in East-Flanders, Twente and Groningen. Right now we are preparing a short article for this website in which we link the pilot of Stadskanaal with the pilot of East-Flanders.

An aspect of demographic change is the growing group of elderly and therefore a growing need for social services, also in the municipality Stadskanaal. But the level of facilities in small municipalities is decreasing. Therefore the municipality Stadskanaal and the foundation Welstad (a welfare organisation) started in Stadskanaal the pilot: Prevention measures for elderly people.
The most important goal of this pilot is to support elderly staying independently in their own homes as long as possible by providing them information and by giving them adequate help.
In a shrinking society with a decreasing level of facilities in small areas and with a growing group of elderly it is important to know exactly what an older person needs now and in the future to make this independency possible. To picture the need of elderly an adequate method will be developed in this pilot.
The most important activity of the pilot are the house-visits by volunteers or senior advisors. With the help of a new developed questionnaire the senior advisor get information about the situation of the elderly person and the need for help. During the visit the senior advisor also advices the person and gives information about preventive measures that can help the person. A challenge is how to ask the right questions to get the right information about the situation of the person and his/her need for help and how to measure the answer of the person. A challenge is also how we put al the information together in a registration system so we can give adequate help after the house-visits and regulate the communication between the organisations.
