Short term urgencies obstruct progression

In previous projects we experienced that commitment on the level of boards and management is not enough to keep operational staff motivated and actively involved in a project. Short term urgencies seem to prevail long term goals. In our DC NOISE project (Health Strategy Eastern Groningen), we want to avoid this problem. Our question therefore is: How do we keep participants interested in long term goals if short term urgencies force upon them?
